MedEx Medical Transport- Lee County -EMS Director

Pay: $120,000.00 – $150,000.00 per year

Job description:

MedEx is seeking a highly experienced, proven, and mission-driven EMS executive to serve as EMS Director for its Lee County 911 operations. MedEx plans to provide Lee County comprehensive 911 emergency medical services, and this role is responsible for the full operational, clinical, and administrative oversight of that system.

This is a senior-level executive leadership position requiring extensive EMS command experience and a demonstrated record of managing high-performance emergency service systems. The EMS Director will be accountable to both MedEx leadership and the contractual performance expectations established with Lee County.

The EMS Director must maintain continuous operational awareness of a 24/7 emergency response system, ensure strict compliance with contractual performance standards, lead personnel through high-stress and high-liability environments, and uphold the highest levels of clinical excellence and public trust.

Applicants must be a licensed Paramedic and must reside within a short commuting distance of Lee County. The selected candidate is required to work physically within Lee County a minimum of 40 hours per week and must be available beyond normal business hours, including nights, weekends, holidays, and during disasters or large-scale incidents. This is not a remote position.

Key Responsibilities

Executive & Contractual Leadership

Serve as MedEx’s senior on-site executive for the Lee County 911 contract.
Ensure full compliance with all contractual obligations between MedEx and Lee County.
Act as primary liaison to County officials, Emergency Management, Fire Departments, Hospitals, and partner agencies.
Represent MedEx professionally in all public, governmental, and stakeholder engagements.
Provide regular performance reports and operational updates to MedEx executive leadership and County representatives.
Operational Oversight

Direct all 24/7 EMS operations within Lee County.
Ensure system deployment plans achieve response time compliance and operational efficiency.
Monitor system status, unit hour utilization, call volume trends, and performance benchmarks.
Develop corrective action plans when performance metrics are not met.
Oversee fleet readiness, equipment maintenance, supply chain management, and station operations.
Clinical Excellence & Compliance

Maintain active licensure as a Paramedic.
Collaborate with the Medical Director to ensure evidence-based protocols and clinical standards.
Oversee quality assurance and performance improvement programs.
Ensure compliance with all state EMS regulations, HIPAA requirements, OSHA standards, and other applicable laws.
Lead internal reviews of significant clinical events and implement system improvements.
Personnel Leadership & Accountability

Direct recruitment, hiring, supervision, evaluation, and discipline of EMS personnel.
Establish clear expectations for professionalism, performance, and conduct.
Foster a culture of accountability, integrity, and high performance.
Address employee performance issues promptly and decisively.
Develop leadership within the organization and ensure succession planning.
Manage scheduling models to ensure proper staffing levels and contract compliance.
Financial & Resource Management

Develop and manage the Lee County operational budget in coordination with MedEx leadership.
Monitor expenditures to ensure fiscal responsibility and contract sustainability.
Identify opportunities for operational efficiencies without compromising service quality.
Participate in long-term capital planning for fleet and equipment replacement.
Emergency Management & Incident Command

Serve in a leadership capacity during major incidents, disasters, and multi-agency responses.
Participate in County emergency management planning and exercises.
Maintain availability for immediate response during critical incidents.
Ensure readiness for all-hazard events including mass casualty incidents and natural disasters.
Minimum Qualifications

Applicants must meet the following criteria:

Current licensure as a Paramedic (State of North Carolina or ability to obtain prior to start date).
Minimum of 10 years of progressive EMS experience.
Minimum of 5 years of senior-level EMS leadership experience.
Demonstrated experience managing a 24/7 emergency response system.
Experience with response time compliance and performance-based contracts.
Strong knowledge of EMS regulatory compliance and quality improvement processes.
Proven experience in budget management and operational oversight.
Preferred Qualifications

Bachelor’s degree in EMS Administration, Public Administration, Healthcare Administration, Business, or related field.
Experience leading a county-based or high-volume 911 EMS system.
Experience operating within a performance-based government contract.
ICS/NIMS training and disaster management experience.
Accreditation experience (CAAS or similar) preferred.

Work Schedule & Residency Requirements

Must reside within a short commuting distance of Lee County.
Required to work physically within Lee County at least 40 hours per week.
Position requires availability outside standard business hours.
Subject to call-back and extended on-site presence during emergencies.
This position cannot be performed remotely.
Physical & Environmental Demands

Ability to respond to field incidents when necessary.
Exposure to high-stress emergency scenes and operational environments.
Ability to operate a vehicle and travel within the County daily.
Ability to lift and move equipment as operationally required.
