GENERAL STATEMENT OF DUTIES:
This managerial position coordinates, supports, and provides administrative oversight to the operations of the Burke County Emergency Medical Services (EMS) Department. This position performs high level administrative work in ensuring adequate emergency medical coverage for the citizens of Burke County, and ensures the operations of the department are compliant with federal, state, and local laws and regulations. This position assumes the duties and responsibilities of the Emergency Services Director (the “Director”) when the Director is unavailable.
SUPERVISORY RESPONSIBILITIES:
Organizes and oversees EMS Department personnel decisions concerning recommendations for hiring, training, promotions, demotions and terminations.
Handles discipline of assigned EMS Department personnel, as needed and in accordance with Burke County policies and procedures
Conducts EMS Department personnel performance evaluations that are timely and constructive
Organizes and oversees the training, schedules, and work of EMS Department personnel as assigned
Provides recommendations regarding decisions involving EMS Department personnel grievances and disciplinary actions such as suspending and terminating subordinate personnel to be considered by Burke County
DUTIES AND RESPONSIBILITIES:
To successfully perform this position, an individual must be able to perform the following:
Responsible for oversight of the day-to-day operations of the EMS department; develops forms and reports to maintain an operational system.
Responsible for ordering or delegating the tasks of ordering equipment, supplies, uniforms, and other items needed and maintaining budget records to ensure these purchases are within the allotted yearly budget while following county purchasing guidelines.
Ensure equipment, supplies, uniforms, and other items needed for the department are ordered and maintained appropriately. Maintain budget records and follow county purchasing guidelines.
Maintain adequate records on the EMS fleet for maintenance and repairs. Coordinate maintenance and repairs to the fleet as needed and follow county purchasing guidelines for costly repairs and replacement recommendations. Work with the EMS Director as needed during the planning and purchase of new ambulances.
Monitor department for compliance with the Infection Control Policy. Documents and files employee exposures and departmental compliance with OSHA Standards.
Monitor for safety and departmental compliance through direct observation and field spot checks, investigates on-the-job injuries, and recommends appropriate disciplinary action to the EMS Director.
Provide administrative oversight for special operations and divisions operating under Burke County EMS.
Perform other administrative tasks assigned by the EMS Director and maintain knowledge of Burke County administrative and budget procedures.
Develop and foster relationships with other agencies including Burke County 911 Communications, law enforcement agencies, and local fire departments, and hospital systems.
Participate in EMS response for patient care and EMS back-up. Responds to search and rescue missions and extended medical and rescue incidents upon request.
Coordinate with NCOEMS officials and Medical Director as needed.
Report any issues or concerns to the EMS Director for final determination of resolution.
Performs other duties as assigned.
Coordinate the recruitment activities to support the EMS hiring needs.
Develop and maintain relationships with outside agencies to develop hiring pipelines necessary to support EMS staffing.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor’s degree and at least six (6) years of extensive experience in Advanced Life Support and emergency medical services, adult education instruction, or another related field or an equivalent combination of education and experience.
At least three (3) years of experience in EMS Management in the role of Captain or above.
SPECIAL REQUIREMENTS (UPON HIRE, UNLESS OTHERWISE INDICATED):
Valid North Carolina Driver’s License
Certification as a Paramedic in the State of North Carolina.

Occasionally lifts one hundred (100) pounds

Must be able to prepare and analyze written or computer data
Working in situations without following safety measures and not wearing appropriate personal protective equipment (“PPE”) may result in incapacitating accidents such as total disability, critical illness, or loss of life
Working conditions involve:
Individuals are occasionally exposed to toxic or caustic chemicals, risk of electrical shock, or wet, humid conditions
Individuals are routinely exposed to vibrations
Individuals are frequently exposed to outdoor weather conditions, extreme cold (non-weather), extreme heat (non-weather), breathing apparatus, and bloodborne pathogens
Subjected to serious mental effort and potential stressful situations during day-to-day operations
Frequently subjected to loud noises
