General Statement of Duties

Under general supervision, serves as shift supervisor on an assigned shift for the Emergency Medical Services (EMS) Branch and assists in operation activity oversight and training programs. Work involves continuous evaluation of EMS Branch employees’ pre-hospital job performance of applicable branch personnel through analysis of electronic patient care records, skill testing, and observation of work.

Distinguishing Features of the Class

An employee in this class serves as the shift supervisor for daily operations and performs skilled work in all aspects of paramedic duties as well as designing training objectives. Employees are exposed to the normal hazards of emergency rescue work, including risk of exposure to human body fluids and infectious diseases, thus the work is subject to the OSHA requirements for blood-borne pathogens. Employee plans, leads and participates in daily operations activities for shift personnel. Develops and oversees remediation programs and works closely with employees to correct performance deficiencies. Work is performed in accordance with established EMS Standard Operating Guidelines and Procedures Manual and under local medical director approved protocols. Work is performed under the general supervision of the EMS Deputy Chief – Operations and is evaluated based upon verbal and written performance reports, through observation, and periodic conferences. Initiative and independent judgment are required.

Since EMS personnel are required to render medical care to all patients regardless of the patient’s race, sex, or medical history, it is a “business necessity” that Paramedic/Captain exhibits a history and characteristic of honesty, reliability, integrity, and without racial prejudices. Employees are frequently placed in a position of physical and mental stress.

Duties and Responsibilities

Essential Duties and Tasks
Serves as the person in charge of daily shift operations supervising the shift personnel; assists personnel with documentation and chart concerns; Investigates complaints with medical facilities and area hospitals; plans daily operational and training activities.
Supervises shift personnel; Monitors performance; Conducts performance evaluations; Coaches and issues initial disciplinary warnings;
Responds to emergency calls, providing basic and advanced life support treatment to patients, as well as transportation to the appropriate medical facility; Functions at the Paramedic level; Abides by the Hyde County government safety standards and regulations.
As a certified Paramedic performs emergency medical acts in accordance with protocols and standards established by the EMS System and Medical Director; Administers approved medications via approved access routes, administers specified solutions by vascular access infusion, performs pulmonary ventilations, and obtains 12-lead EKG’s for cardiac diagnostics; Performs patient assessment and basic life support techniques in accordance with established protocol including: airway management and cardiopulmonary resuscitation, oxygen administration, hemorrhage control, treatment for shock, bandaging and dressing soft tissue injuries, splinting of fractures and dislocations, treatment of injuries to the head, face, eye, neck, and spine, treatment of injuries to the chest, abdomen and genitalia, provision of basic life support for medical injuries, assisting in normal and abnormal childbirth, treatment of injuries as a result of exposure to heat and cold, treatment of burns, lifting and moving patients for transfer to a medical facility.
Develops class objectives for the EMS System’s Continuing Education Program based on directives from the Hyde County EMS Peer Review Committee, North Carolina Office of Emergency Medical Services, and Hyde County EMS Chief, in coordination with the local community college.
Performs periodic skill, driving, and street/road familiarity evaluations with applicable branch personnel, utilizing the results to improve performance.
Assists with monitoring and reviewing electronic patient care records and remediates employees with poor documentation skills.
Maintains shift training records and performs administrative work required for re-credentialing of applicable staff.
Participates in the recruitment of employees and oversees the orientation of new employees, which includes teaching protocols, procedures, standard operating procedures/guidelines, and demonstrating the proper use of applicable equipment.
Participates in EMS Branch disaster preparedness and response activities, including work in any event designated incident command post or the Hyde County Emergency Operations Center.
Maintains National Incident Management System (NIMS) compliance within the EMS Branch, by advertising available courses and ensuring that the employees have completed the required training.
Participates in a continuous training program to improve competence in medical technical work and in and operation; studies street and road patterns and networks of the County in order that future runs may be made with minimum difficulty and delay.
Inspects and tests EMS units and apparatus, maintaining proper inventory of equipment and supplies; cleans and sanitizes vehicles, units, apparatus and equipment daily; ensures that they are in proper and good working order; makes routine adjustments, but reports other than minor defects for specialized attention.
Maintains cleanliness and performs minor maintenance of Emergency Medical Service facilities; cleans, sweeps, mops, etc.
Participates in community outreach programs; conducts training in First Aid and CPR classes; attends programs to promote safety and prevention awareness and to provide information on services.
Completes required paperwork and reports.

Additional Job Duties

Responds to calls for service as a supervisor and educator.
Research emerging trends within the emergency services disciplines and incorporate best practices into protocols, procedures, and clinical practices.
Participates in the acquisition of funds to meet the goals of the EMS System.
Performs related duties as required.

Considerable knowledge and understanding of instructional and training principles, methods, and techniques for the successful instruction of adult learners.
Thorough knowledge of County functions, policies and procedures.
Thorough knowledge of the Hyde County Emergency Services Department, its functions, policies, and procedures.
Working knowledge of the organization’s budgeting, purchasing, and personnel practices.
Thorough knowledge of North Carolina General Statutes and local ordinances governing the responsibilities of Emergency Management and Emergency Medical Services.
Knowledge of the North Carolina Emergency Management certification and State/Local Incident Management Team credentialing processes.
Considerable knowledge of fire service training and certification programs.

Physical Requirements

Must be able to physically perform the basic life and operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
Must be able to perform very heavy work, exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to lift objects.
Must possess visual acuity to operate mobile equipment, monitor work site progress, and use measurement devices.

Exposure Control

Work is likely to cause direct contact with blood or other bodily fluids to which universal precautions apply. Personal protective equipment is available and should be worn.

Desirable Education and Experience

An associate degree from an accredited college or university in Emergency Medical Services or any other relevant discipline, with five (5) years of Paramedic experience. Previous work experience should include tenure as supervisor and/or educator or an equivalent combination of experience and training that provides the knowledge, skills, and abilities to perform the duties of this position. Required credentials and certifications include:
-North Carolina Office of Emergency Medical Services (NCOEMS) Paramedic certification and/or National Registry of Emergency Medical Technicians (NREMT) Paramedic certification (REQUIRED)
-North Carolina Office of Emergency Medical Services (NCOEMS) Level I Instructor or higher (ability to obtain within one year)
-American Heart Association BLS, ACLS, and PALS Instructor Credentials (ability to obtain within one year)
-PHTLS Instructor Credentials (ability to obtain within one year)
-EMS Officer I (obtain within 6 months of appointment)
-EMS Officer II – Training (obtain within 6 months of appointment)
-EMS Officer II – Operations (obtain within 6 months of appointment)
-Valid North Carolina Driver’s License (REQUIRED)

Special Requirements

Willingness to successfully complete courses from FEMA Emergency Management Institute Independent Study Program and North Carolina Emergency Management, to include but not limited to ICS-100, ICS- 200, ICS-300, ICS-400 ICS-700, and ICS-800/800b.

Salary and Benefits: The hiring range for the position is $55,079 – $57,833 (not including scheduled overtime) and includes a comprehensive benefits package.
