IREDELL COUNTY EMS DEPUTY DIRECTOR (SILVER EAGLE)

GENERAL STATEMENT OF DUTIES

Performs supervisory, administrative, and technical work assisting in directing the operations of the emergency medical service functions for the County.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in the management and direction of the Emergency Medical Services Department, with emphasis on supervising daily operations of the service, dealing with shift supervisors and field crews and dealing with situations occurring in the service. Work includes supervising field crews working throughout various stations and substations in the County, and supervising the Assistant Director, Operations Office, Logistics Officer, and Shift Captains, and the functions those positions oversees. The employee assists the Director in planning and implementing activities such as leadership, budgeting, grants management, expenditure monitoring, and in dealing with complaints, and heading special projects for emergency medical system improvement. Work also includes evaluating effectiveness of transportation, communications, facilities and systems of emergency medical care and participating in system planning and projection of needs, service expansion and delivery, while overseeing daily operations through intervening supervisors and field training officers. Personnel supervision includes ensuring comprehensive certified emergency medical services; overseeing program staff and overseeing hiring, performance evaluations and discipline.

The employee has extensive public contacts and must exercise considerable tact and courtesy in dealing with officials at the local, state, and federal levels, all facets of insurance providers, government subsidized and private EMS providers, non-traditional EMS practice facilities, and in general dealings with the public. Work is subject to both inside and outside environmental conditions, extremes in temperatures, noise, vibrations, hazards associated with emergency medical work including exposures to fumes, odors, dusts, mists, gases, poor ventilation, and oils. Because of the nature of the work, the employee is exposed to human blood and is subject to the OSHA requirements on blood borne pathogens. Work is performed under general supervision by the EMS Director, with technical input from the Medical Director, and is evaluated through conferences, observations, and feedback from citizens and staff.

DUTIES AND RESPONSIBILITIES

Assists the EMS Director in planning, directing, and supervising all activities and programs of the Emergency Medical Service including EMS responses. This position supervises, assigns and directs activities of subordinate supervisory and EMS positions, technical and administrative personnel, ensuring adherence to established laws, regulations, policies and procedures; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise.

Plans, develops, prepares and submits grant applications; prepares and oversees sections of the departmental budget; reviews and approves expenditures of significant budgeted funds for the department and does research and prepares recommendations for EMS budget expenditures; balances delivery of services and working within budget and billings/reimbursements.

Assists in directing the development, coordination, evaluation and monitoring of the County’s emergency medical system, assuring various components such as transportation, communications, facilities and public information work effectively, and that emergency medical response and care provided is in compliance with policies and medical protocol.

Supervises daily operational emergency medical response and associated staff through intervening supervisors; evaluates performance of supervisors; oversees and participates in departmental personnel matters including interviewing, hiring, scheduling, and disciplinary actions.

Researches and develops new policies and procedures implemented into the EMS system; supervises call response, transport, and billing and collection activities.

Serves as project leader, consultant and compliance regular of the EMS system within the county, including work with other governmental and private EMS agencies (including volunteer and paid rescue squads), with hospitals, with 911 centers and other entities; works to assure cooperation, effective and coordinated service delivery, and problem-solving.

Serves as member of various professional committees in County and region, attending and participating in meetings and other activities and planning for improvements of services.

May direct departmental activities in the absence of the EMS Director.

ADDITIONAL JOB DUTIES

Responds to calls as a Paramedic to provide emergency response to review actions of staff.

Performs related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of federal, state, and local policies, procedures, and regulations pertaining to emergency medical services including transportation, response, communications and training.

Thorough knowledge of emergency medical practices and procedures.

Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.

Ability to prepare reports and make effective public presentations.

Ability to react quickly, effectively, and professionally in emergency situations.

Ability to use sound judgment and determine best options and decisions for handling emergency matters.

Ability to establish and maintain effective working relationships with law enforcement agencies, volunteer fire services, public officials, hospitals, schools, and general public.

Ability to evaluate and supervise program operations, working through subordinate supervisors, and to oversee various support components budgeting, personnel, and purchasing requirements.

PHYSICAL REQUIREMENTS

Must be able to perform the physical life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, and hearing.

Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Must possess visual acuity to prepare and analyze data and figures, perform accounting functions, operate a computer terminal, operate a motor vehicle, do extensive reading and use measurement devices.

DESIRABLE EDUCATION AND EXPERIENCE

Graduation from a four (4) year College with a Degree in Emergency Medical Services or Business or related field, and Emergency Services experience including supervisory experience and considerable experience as an Paramedic; or an equivalent combination of education and experience.

SPECIAL REQUIREMENTS

Certification by the North Carolina as an EMT and associated specialized Certifications as required by the Department.

A Gold Career Readiness Certificate and a level 3 Workplace Observation score sheet must be provided.

Possession of a valid North Carolina Driver’s License.
