Hiring Range: $67,639.77 – $86,578.92

OVERVIEW & PURPOSE:
Performs administrative and technical work in procuring, maintaining, tracking, and dispersing EMS medications,
supplies, uniforms, and equipment to assure continuous delivery of emergency medical services.
This position serves as the chief technical / program assistant to the EMS Deputy Director of Operations and oversees
the procurement and disbursement of equipment, supplies (including specialized medical supplies and drugs), uniforms,
and related items for Emergency Medical Services. The employee develops and maintains knowledge of all technical
systems used in the department; oversees service contracts; performs cost analysis, forecasting, and bid analysis;
coordinates medical services supply and equipment logistics, ensuring that equipment is in working condition and that
supplies are available for each vehicle; orders receives and distributes equipment and materials and maintains
warehouse operations and stocking levels; creates and/or maintains inventory control for the department. The
employee also may work as a Paramedic when needed. Work requires a variety of technical and detailed knowledge,
and considerable independent initiative and judgment. The employee is subject to the usual hazards in the emergency
medical services in both inside and outside environmental conditions. Work is subject to both inside and outside
environmental conditions, extremes in temperatures, noise, vibrations, and hazards associated with emergency medical
work including exposures to fumes, odors, dusts, mists, gases, poor ventilation, and oils. Because of the nature of the
work, the employee is exposed to human blood and is subject to the OSHA requirements on blood borne pathogens.
Work is performed under general supervision of the EMS Deputy Director of Operations and is evaluated through
conferences, observations, and feedback from citizens and staff.

ESSENTIAL FUNCTIONS:
Research, recommends, and obtains needed equipment and other supplies for the Emergency Medical Services
Department.; coordinates equipment being placed in service and ensures proper maintenance of equipment.
Assists the EMS Deputy Director of Operations with formulation and monitoring of the department’s budget in the areas
of assignment; manages assigned portions of the Emergency Medical Services budget pertaining to logistics.
Oversees Emergency Medical Services supply and equipment logistics, ensures that all equipment is in working condition
and that materials and supplies on each vehicle are ample. Has knowledge of locations of all assets and equipment, as
well as condition. Maintains security of assets that are not in use. Works with administration in the assignment of
department supervisors in areas of oversight with items such as computers, radios, monitors, etc. Creates monthly
reports for the Department Head, as requested, that demonstrate performance of asset and equipment usage and
efficiency, as well as security and locations.

POSITION DESCRIPTION
Orders, receives, and distributes equipment and other materials; manages warehouse operations, policies and
procedures with implementation approval of Department Head, system design and implementation, inventory control,
and loss prevention; maintains stocking levels and order points.
Orders and maintains all uniforms for Emergency Medical Services, assuring uniforms meet federal, state, and
departmental safety regulations.
Develops and maintains knowledge of all technical systems used within Emergency Medical Services, to include Heart
Monitor Programs and Monitor Transmission, Mobile Data Terminal applications, and Fleet Management applications.
Radio programming templates to be maintained and stored by EMS Logistics Officer.
Oversees service contracts, cost analysis, problem-solving, forecasting, and bid analysis and recommendations; oversees
sourcing products, requisitioning, request for quotes, bidding -formal and informal, negotiating, procurement, and
follow-up. Contractual reviews to occur on a yearly basis, prior to continuance to the next fiscal year with statistical
support for same.
Maintains records and files tracking inventory, equipment and vehicle maintenance, and supply usage; maintains
disaster supplies and equipment.
Orders, receives, and stocks purchases made by the Emergency Medical Services Department, according to federal and
state regulations.
Performs minor maintenance and preventative maintenance on Emergency Medical Services equipment as needed or
contacts appropriate vendor for maintenance services as needed.
Responds to calls as a Paramedic as needed.
Attends seminars, conferences, workshops, classes, lectures, etc., and reviews professional literature, as appropriate, to
enhance and maintain knowledge of trends and developments in fields of emergency services response and
management.

Performs related duties as required by EMS administration.

KNOWLEDGE, SKILLS, & ABILITIES:
Considerable knowledge of federal, state, and local policies, procedures, and regulations pertaining to emergency
medical services, and of equipment, supplies, and materials utilized in providing emergency care.
Considerable knowledge of County budgeting and purchasing procedures.
Considerable knowledge of grades and qualities of items purchased and/ or sources of supply and price trends.
Ability to develop bid specifications and evaluate bids.
Ability to establish and maintain effective working relationships with the public, vendors, management, government
officials, and other employees.
Attention to detail.
Ability to set and follow effective work priorities, plan workflow, and track workflow.
Ability to prepare reports, analyze program needs, and make recommendations.
Ability to create proposals for needed considerations to supply, equipment, or process changes for submission to the
department head for approval
Ability to use sound judgment and determine the best options and decisions for handling emergency matters.
Ability to react quickly, effectively, and professionally in emergency situations.

EDUCATION/EXPERIENCE “REQUIREMENTS”:
College courses in administration (degree preferred), along with Certification as a Paramedic and considerable
emergency medical services experience and experience in an administrative capacity, OR an equivalent combination of
education and experience.

ADDITIONAL “REQUIREMENTS”:
Certification by the North Carolina Office of EMS as an Emergency Medical Technician–Paramedic.
Possession of a valid North Carolina Driver’s License
