Shift Supervisor (Lieutenant)

GENERAL STATEMENT OF DUTIES

Performs supervisory and technical work directing the activities of emergency medical services staff on an assigned 12 or 24-hour shift.

DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises the activities of a staff of Paramedics (and part-time AEMTs and EMTs) on an assigned 24 or 12-hour shift. Work includes supervising the response to medical calls and transport to appropriate medical facilities; ensuring all equipment and supplies are maintained; identifying staffing and materials needed for daily operations and scheduling personnel and finding replacements when necessary; reviewing reports for accuracy; reviewing the performance of employees and supervising the work of Assistant Training Officers and Field Training Officers on the shift. The employee is responsible for monitoring all emergency calls and making critical decisions with regards to what units are to be placed in service and prioritizing calls in high call volume and weather situations. As required, the employee provides Paramedic-level emergency medical response. Work involves frequent public contacts and considerable independent initiative and judgment. The employee is subject to hazards in the emergency management and medical services work including working in both inside and outside environmental conditions, hazardous fumes, dusts, odors, mists, and gases. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood-borne pathogens. Work is supervised by the EMS Shift Captain and is evaluated through conferences, results of work, reports, and public feedback.

DUTIES AND RESPONSIBILITIES

ESSENTIAL DUTIES AND TASKS

Receive briefing and “pass-down” information from off-going shift supervisor. Keeps detailed notes of issues and needs throughout the shift and keeps that information updated in EMS management software. Passes along pertinent information to in-coming shift supervisor at the end of the shift. Keeps Captain and Administration updated on operational issues.

Responds to emergency calls and coordinates the provision of medical services making assessments of most critical problems and deciding on treatments and sequence; provides Specialty Services transports on weekends when needed.

Supplements the work of Paramedic on a shift and responds to calls for emergency medical assistance; provides care and transports patients as necessary. (For more details on this role, see EMT-Paramedic class specification.)

Plans, organizes and directs the activities of staff on an assigned shift in the emergency medical services unit and ensures adequate, qualified staff to cover the shift; identifies and recommends equipment and supplies needed to provide medical services to citizens.

Checks and assures all vehicles and equipment are in proper working order, delivers supplies to outlying stations; and assures that each unit is adequately equipped, and medical supplies are available.

Develops schedules for full-time staff, finds replacements, and ensures proper training of assigned staff to maintain certifications and comply with the department’s requirements.

Provides information and support to other agencies including other emergency medical providers in the County, emergency management, law enforcement and fire personnel.

Serves as incident commander for larger emergencies.

Serves on assessment center panels; grants leave requests and makes recommendations on routine personnel matters affecting subordinates; completes performance evaluations on subordinates and initiates disciplinary actions when appropriate.

Responds to complaints, questions, and information.

Assures the maintenance and completion of records, reports, and other information required for the shift; provides QA review for the billing portion of medical charts.

Monitors call activity on an assigned shift and make critical decisions with regards to what units are to be placed in service and prioritizing services in high call volume situations.

Participates in continuous training programs to improve competence in medical procedures, operational protocols, and in-service operations.

Has special assignments assisting in departmental management

RECRUITMENT AND SELECTION GUIDELINES

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of policies, procedures, and regulations and protocols pertaining to emergency medical services.

Considerable knowledge of resources available for emergency medical services assistance in the county.

Considerable knowledge of emergency medical practices and procedures.

Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.

Ability to react quickly, effectively, and professionally in emergency situations.

Ability to exercise sound judgment and determine best options and decisions for handling emergency matters.

Ability to plan and organize work to meet deadlines and governmental requirements.

Ability to establish and maintain effective working relationships with law enforcement agencies, volunteer fire services, public officials, hospitals, schools, and the general public.

Ability to supervise an EMS shift including knowledge of budgeting, personnel, and purchasing requirements.

DESIRABLE EDUCATION AND EXPERIENCE

Graduation from High School and considerable experience as Paramedic, preferably including supervisory training and service as a lead worker; or an equivalent combination of education and experience.

SPECIAL REQUIREMENTS

Certification by the North Carolina Office of Emergency Medical Services as a Paramedic.

Possession of a valid North Carolina Driver’s License.

AHA CPR-Provider Certification.

AHA ACLS; BTLS or PHTLS; PALS, PEPP or NERPS are preferred.

Other Certifications such as ICS 100, 200, 300, 400, 700, & 800, NIMS, NAPD, and Hazardous Materials.
