Duplin County EMS Training Officer

Job Summary
The Training Officer for Duplin County EMS is responsible for the training of prehospital providers, quality management of clinical care, and compliance of all EMS providers within the Duplin EMS system. He/she will serve as the EMS program coordinator for the agency’s continuing education institution, as credentialed by the North Carolina Office of EMS. He/she will also oversee the preceptor and FTO program for the purpose of on-the-job training of students as well as current employees for performance improvement. He/she will be responsible for the intake and processing of complaints and oversee the case review process. The Training Officer will be responsible for assisting the Medical Director in the oversight, planning, and direction of the medical control of all EMS programs in Duplin County. Work is performed under the direct supervisor of the Director of EMS and Medical Director and general direction of the County Manager.

Essential Functions
The Training Officer will require the following knowledge, skills, and abilities:
• Working knowledge in all aspects of EMS operations.
• Working knowledge of all levels of emergency medical response procedures and techniques.
• Working knowledge of emergency medical response vehicles, equipment, and supply deployed in the prehospital care of patients.
• Working knowledge of the procedures in extraction, movement of patients, rescue techniques, transportation and psychological needs of a patient.
• Works with the EMS Director and EMS Medical Director in oversight, planning and directing activities of Emergency Medical Response Program.
• Recommends appropriate changes to the EMS System Plan, departmental policies and procedures, and refines work processes involving training and certifications.
• Participates in inspections of facilities and equipment to insure they are being maintained at the highest standards and may assist in coordinating the repairs with appropriate county maintenance personnel.
• Knowledge of, and ability to draft and implement, an educational system plan to meet all credentialing and operational requirements of the North Carolina Office of EMS and those of the Medical Director.
• Ability to interpret government regulations in relation to an EMS program and the ability to plan, direct, and administer the EMS educational and training programs.
• Ability to plan and establish goals, set priorities and deadlines, and determine what equipment and other resources are needed to meet the educational and certification goals of the emergency medical response department
• Oversight of advanced life support certification programs.
• Negotiates terms, conditions, and fees and prepares and administers professional training service agreements associated with EMS Program.
• Reviews in detail all phases of training and equipment requirements needed to provide certifiable emergency medical response program
• Coordinates with appropriate municipal, State, and Federal agencies to assure necessary certifications and approvals are obtained.
• Prepares applications for training and training related grants as well as Federal and State assistance.
• Insures that appropriate training records are maintained and reviewed to assure compliance with EMS Program and Certification requirements.
• Knowledge of, and the ability to work with the Medical Director to draft and enforce established EMS treatment protocols, policies, and procedures.
• Reviews protocols and makes recommendations to county EMS Medical Director for changes that will enhance Duplin County EMS.
• Ability to check and evaluate the work of emergency medical response personnel to verify quality, standards of service, and compliance of all protocols and safety regulations requirements.
• Ability to review records and performance of staff for evaluation of compliance with standards, policies, procedures, and objectives.
• Identifies and documents unacceptable and non-complying work and remedies the problem(s).
• Confers with Medical Director to clarify or interpret documents to insure compliance with all protocols.
• May receive and investigate “complaints” pertaining to protocol and or services provided.
• Knowledge of HIPAA rules and regulations as they pertain to providing emergency medical response and confidentiality of patient information.
• Working knowledge of county personnel policy specifically as it relates to recruitment, retention and disciplinary action.
• Assists with Emergency Operations Center (EOC) during disasters.
Marginal Functions
While the following tasks are necessary for the work of the team, they are not an essential part of the purpose of this position and may also be performed by other team members.
• Answers the telephone; responds to questions from the public.
• Teaches CPR and first aid training to schools and businesses; administers public blood pressure checks.
• Attends meetings, trainings, and seminars.
• Assists in preparation of annual departmental budget.
• Performs related duties as required.
Job Requirements and Qualifications
The following requirements are minimum qualifications, or an equivalent combination of education and experience from below.

Education: Current enrollment or successful completion of a two-year degree in Emergency Medical Services, Business Administration, Education or related field desirable.

Certifications: NC OEMS Paramedic, NC OEMS Level 1 Instructor, BLS, ACLS, PALS, PHTLS or ITLS, EVD or EVOC, NIMS-ICS 100, 200, 300, 400, 700, 800,

Experience: Minimum of five (5) years of experience as a paramedic, minimum of three (3) in a training and/or education role, and a minimum of three (3) years in an EMS supervisory officer role.

Skills and Abilities: Effective communication, verbal aptitude, human interaction, ability to effectively lead a group, data collection and utilization, mathematical aptitude, functional reasoning, situational reasoning, ability to operate and control mechanical equipment and machinery,

Special Requirements: Valid North Carolina driver’s license

All employees may be required to assist county operations during a State of Emergency, disaster or other county event.

ADA COMPLIANCE
Physical Ability: Tasks involve the ability to exert very heavy physical effort in very heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of heavy objects and materials (up to 100 pounds) and occasionally heavier items (100 pounds or over).
Dexterity: Requires the ability to perform semi-skilled coordinated movements, such as those required to perform emergency rescue and lifesaving duties.

Knowledge of Work: Has considerable knowledge of the methods, procedures and policies of Duplin County as such pertains to the performance of the essential duties of EMS Training Officer/Assistant to Medical Director. Has considerable knowledge of principles and practices of emergency care of patients and victims, including the equipment and supplies needed. Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has working knowledge of the organization of the department, and of related departments and agencies.
